FAQ:
What exactly is the GSA Contract Schedule?
The Federal Government’s GSA Schedule is a contracting vehicle that allows federal agencies and entities to procure services outright without having to go through the hassles of the Government acquisition process. In essence, the market research for a firm’s viability and service is accomplished by the GSA at the time the firm applies for, and is awarded the GSA contract.

Simply stated: the schedule simplifies the acquisition of engineering services without the hassle and due diligence ordinarily required of federal contracting.

Does a Contracting Officer’s Technical Representative (COTR), Contracting Officer or Contract Specialist need three competitive bids in order to make an award using the contract?
No.That’s the beauty of using the schedule. As a result of the simplified acquisitions initiatives undertaken by earlier administrations, the red tape of federal procurement has been greatly reduced. This saves hours of time and expense.

What is needed to initiate a task using the GSA schedule?
The GSA Contract number (# GS-23F-0344P for Sigma’s Professional Engineering Services), placed on an agency’s procurement request along with the accompanying Special Item Numbers (871-2, 871-3, 871-4 for Sigma’s services), with their rates and number of hours required. Funds need to be obligated and the purchase order placed. A statement of work should also be provided with the purchase order. Yes, it can be that simple.

What are the Special Item Numbers and what do they represent?
Sigma’s SIN’s are: Concept Development and Requirements Analysis, 871-2; System Design, Engineering and Integration, 871-3; Test and Evaluation, 871-4

How can this GSA Contract # benefit anyone considering purchasing engineering services through this vehicle?
Its primary benefits are: 1. speed of procurement by reduced contract administration 2. completed due-diligence by the General Services Administration as to the contractor’s viability, capability and qualifications to accomplish tasks under the designated item numbers 3. past performance reporting upon completion of tasks 4. opportunity to negotiate a basic ordering agreement using the GSA schedule rates for longer term arrangements once a relationship is developed 5. high acquisition thresholds for non-simplified acquisitions without the added requirements ordinarily required for higher acquisition thresholds.

Who Is Eligible To Utilize Sigma Design’s Services on the GSA Schedule?
Many are eligible to participate and you don’t necessarily have to be a federal agency to participate. According to the GSA, the following entities are eligible:
Executive departments, Wholly owned Government corporations, Independent establishments in the executive branch of the Government Other Federal agencies, mixed-ownership Government corporations, the District of Columbia, and qualified nonprofit agencies for the blind or other severely handicapped for use in making or providing an approved commodity or service to the Government, The Senate, the House of Representatives, and activities under the direction of the Architect of the Capitol, Cost-reimbursement contractors (and sub-contractors) as properly authorized, fixed-price contractors (and sub-contractors) purchasing security equipment, non-Federal firefighting organizations cooperating with the Forest Service, Tribes and Tribal Organizations, Howard University, Gallaudet University, National Technical Institute for the Deaf, American Printing House for the Blind, Insular governments (American Samoa, Guam, the Northern Mariana Islands, and the Virgin Islands ), Entities authorized under the Foreign Assistance Act, Non-appropriated fund activities.
